Billy Guy Rice, 80, Hillcrest Drive, Paris-Bourbon County Emergency Management Director, widower of Betty Woods Rice, died Tuesday, May 15, 2007. He was born October 24, 1926 in Bourbon County, son of the late David Curry and Thelma Squires Rice, and was a graduate of Paris High School. Billy was a U.S. Navy veteran of W.W. II, serving on the destroyer, USS Rogers and was a member of Veterans of Foreign War and the American Legion. He retired as superintendent for Liggett and Myers Tobacco Company in 1983 with 37 years of service. Mr. Rice was chairman of the Bourbon County Board of Adjustments, member of Bourbon County Local Emergency Planning Committee, Paris-Bourbon County 911 Committee, former member of both the KYSERC (KY Emergency Response Commission) and the SERC, served on the board of the Bluegrass Area Development District, a member of the Kentucky Firefighters Association and the Fraternal Order of Police, former board member of the Community Action Council, Licking River Rural Development Council, former chairman of the Bourbon County Democratic Party Committee, a Kentucky Colonel, an Admiral for Natural Resources and Environmental Protection, and was a member of Paris Lodge #2, F&AM. He is survived by a daughter, Betty Ann (Jerry) Allen; granddaughter, Ashley Allen Elks; grandson, David Andrew Allen; and a great granddaughter, Emily Caitlin Elks, all of Paris. Funeral services will be 10:00 a.m. Friday, May 18, at the Hinton-Turner Funeral Home by Rev. Thomas Thai with interment in the Mt. Olivet Cemetery. Casket bearers will be Mike Withrow, Pete Clough, Steve Fightmaster, Joey Fightmaster, Vernleigh Morton, and Eddie Woods. Honorary bearers will be Don Kiser, Donnie Foley, Betty Florence, Bob Casher, and Goebel Crump. Visitation will be 5:00 to 8:00 p.m. Thursday.
